I also pre-sprouted seeds of Dill 'Dukat', Bulbing Fennel Florence 'Fino', and Flat-Leaf Parsley 'Prezzemolo Gigante d'Italia'.  This involves wetting a paper towel, squeezing it out so it is just a bit more than damp, then scattering seeds across it and folding it so the seeds are inside.  I place the paper towel in a platic bag and lay it on top of the refrigerator, which generates a small amount of heat.  Unfold the paper towel every few days and check for a white 'tail' of root beginning to show from a significant number of the seeds.  As soon as this happens, plant these sprouted seeds in soil.  This shortens the germination time of difficult seeds like parsley and results in more actual plants for your trouble.
